Is a leased license for vbulletin transferable? A lot of people offer their vbulletin sites for sale and include the leased license. Is it allowed and how do they do it?

nope and if you see anyone offering a leased licence, POST and warn others!!! Leased licences CANNOT be re-sold or transfered.
