I think that the quick reply feature is very important and helps in posting faster and easier in the forums. This feature should be 'on by default'. We have to manually goto the profile - Layout sections and select the quick reply option to 'on'. Not a lot of members might know about it and may think that quick reply feature is not available on the forums. It is a big turn off to have it disabled.
