How can I make it so that users cannot post a link in their signature. I think this will help cut down on spam.

I think you can disable html ir other BB code off. I have seen many forum which have disabled this. Another way is to limit down character limits in signatures. You can apply any of these techniques.

Is there a way to turn BB code off in the signature but still leave it for the posts?

You can disable it in users profile or can limit them not to post BB Code. There are many mods and I hope you will get easily on mod sites.
