how would you guys rate phpbb3? based off style/performance/admincp?

I hate the style a lot, one of the worst looking boards now. phpbb2 was pretty good, but now it's just everywhere. Performance wise, it's pretty good now. Posts are faster and more features are installed, many that vbulletin has as default. The admincp is better and you can do more, compared to the older acp in 2.0

I haven't done a trial on it.
But many friends are still using the phpBB2 as seen.

Is it still a beta or officially released version?

It's looking very good at the moment.  As far as I know it is still cycling through RC stages, not officially released yet.

Phpbb3 has already released but it is still in beta Cheesy
I would prefer, not using it because they have tried to make it like vbulletin but its too complicated Cheesy

All permissions and all,too frustrating for me Cheesy

Will it be easy to upgrade a forum from phpBB2 to phpBB3? We won't lose any of the information in the database, right?

Upon installation of phpBB3, there is an option to upgrade your phpBB2 I believe.
Haven't tried it though, but I'm pretty sure you won't lose any information in the database.

Also, the thing I hate most about phpBB3 is the permissions! On default, no one can see new forums.  Undecided
