Has anyone been accepted in to the Text Link Ads program with a forum?  I have submitted several but never had any accepted despite them being quite busy, PR3 main pages and over 6 moths old. 

What criteria do they use for acceptance in to the program?

Hmm...TLA is a tough one to crack.  Although your forum does sound well established, compared to a normal website it still might be under their requirements.  I would say keep building traffic and they should accept you eventually.  If not, contact them and ask to speak to someone.  You will get accepted eventually.

As far as their requirements, I know they go by PageRank and traffic stats.  I forget what else they use.

I read elsewhere that some sites from high-traffic and high-PR sites have started submitting individual pages to T-L-A which has made it more difficult for the owners of smaller sites to get accepted.  I read this on another forum, not sure how true it is but it certainly seems plausible.

TLA doesn't use PR to make their judgment. However, the basis of the two is similar. I usually find that if a website has a PR4 or higher it will most likely be accepted by TLA, where as a PR3 or lower is not accepted.

Also, getting accepted in TLA doesn't mean that anyone will buy links from you website.

I haven't as yet been accepted by TLA. I'll try again once my forum is PR4 and let you know the result.
But, just like another poster mentioned, just because you get accepted doesn't mean that anyone will buy links on your forum. Sad

This might be a silly question but what is meaning of TLA or Text Links Ads? Is it something new by Google or any other company or it is name of some company?

It's Text-Links-Ads.com. But I don't recomended it since it could hurt your SERP on google, as publisher.
But it's good for you, as advertiser
