Is it possible to start a forum and gain enough members to do well without spending any money initially other than for your hosting and such.

I think it is possible if your idea is original.  If you are trying to break in to an already heavily contested area like football or webmaster forums then I think you'd need a little money to advertise

I think you are talking about most common or popular niches, webmasters or football forum are very common that's why we have to spend something extra for this. If you would have some specific forum then You can do a lot without spending much money.

of course it is. in fact I would say 99% of the forums out there start this way. Only if a site gets busy enough will it have the potential to generate income with ads, banners, text ads, google ads, etc

You can go with free forum software, cheap hosting and do a lot of SEO yourself so sure it is possible. Money helps though.
