I think it is possible if your idea is original. If you are trying to break in to an already heavily contested area like football or webmaster forums then I think you'd need a little money to advertise
I think you are talking about most common or popular niches, webmasters or football forum are very common that's why we have to spend something extra for this. If you would have some specific forum then You can do a lot without spending much money.
