Just appoint moderators once you believe you cannot moderate the entire forum yourself.

Nope, mine are all voulenteers as I cannot afford to pay ones yet and they are happy to work for free.

Moderators are only important if your forum is bigger, if there are only about 25 users, just do it yourself! But if it gets bigger, think about getting some Moderators!
