I think that finding forum moderators by putting up a request (as allowed by forum rules) you can find a good moderator.  You should have a little application so that you can review the person's work in other forums whether as a poster, moderators or forum owner.

Agreed. I come from InvisionFree, and there are a lot of forums that offer employment for another forum. It works out very nicely there, and is a popular feature.

Usually, if I want to employ staff for my forum, I will set up a topic at a popular forum that offers employment services because I feel it is more professional that way.
