As i have been thinking of getting a few Moderators on a forum of mine, was wondering whats expected of them other than keeping the threads clean of junk. Are they expected to some degree to promote the site as well?

My ones don't actively.

They will mabye tell their friends about it and post a thread on their forums etc. and recommend it but they don't do things like directory submission and hard advertising.

You mentioned directory submissions.  Is this a good way to promote a forum?  Have you had much success using that method?

It is good for most sites, it wont bring a tonne of direct traffic because no-one looks at directories but more SEs will crawl your website and you will get more backlinks which will raise your SERPs.
